      What happens if Dems lose a bunch of oversight battles, and then it's fall, and then Ds say it's "too late" to launch impeachment inquiry? I say inquiry maximizes legal leverage to win those battles. You disagree. But in your scenario, isn't there a risk that we never find out?

      Impeachment inquiry or not, the House Dems can begin holding dramatic oversight hearings on numerous matters--including the Trump-Russia scandal--with witnesses who cannot be blocked by the WH. No need to get bogged down in those fights. Get started with Felix Sater!

      Yeah, I think we all agree House Dems have to go hard on investigation. Question is whether (as Greg argues, persuasively I think) impeachment makes investigations stronger or (as Josh contends) serve only to distract.

      this to me is the essence. to me it doesn't strengthen at the courts and the constitutional mechanics distract from uncovering wrongdoing. if i'm wrong on either of those two counts, then my arguments gets much weaker. But those are the premises I'm reasoning from.

      I'd be happy to leave impeachment for another day if House Dems went full throttle on other investigations. Unfortunately, they seem to be slow walking this, for reasons both good and (as your post indicated) bad.

          I partly agree. Like I said earlier, if Dems win a bunch of these oversight battles, I can see a scenario in which refraining from an inquiry is defensible. And this is a very possible outcome.

          Dems in Congress do not have the communications chops to hold public or press attention on these investigations without an impeachment inquiry or jail time for officials defying subpoenas. It's clear they're afraid of both, which reinforces perceptions of weakness and cowardice.
