Aside from the fact that he has just killed Polonius, without knowing who he was killing and for no good reason, Hamlet gives his mother some great moral advice in III, 4. But that dead body, bleeding out over the floor as Hamlet speaks, is a hell of a thing to have to ignore.

Kinda sorta. Hamlet certainly thinks so, but as noted in Act V, the Danish monarchy was elective then so it's not certain that he would have been the next king. Claudius probably is both tyrannical and incompetent though.
