Dems in congress can keep the heat on about Mueller report & other scandals & presidential candidates (and eventual nominee) can focus on positive/uplifting policy message.     The House isn’t the primary driver of how the presidential election is framed. The eventual nominee will do that. Keeping Trump unpopular in the twelve months to come improves the environment for the nominee’s eventual campaign, however positive and uplifting it might be.

        I feel like the real problem will be media and public frenzy about it. It’s not easy to control the coverage. Think about HRC complaining in ‘16 that when reporters DO want to talk to her they ask about Trump.
