I am open to learning that this is a Bad Take arising out of my knowing too many academics. But I remember Gary Hart supporting some kind of compulsory militia service. Bill Galston supports compulsory service.

This might also be the difference that's tripping me up. I get the difference, but wonder about the transition from one to the other. The Clintons were both kinds of neoliberal, weren't they?

Washington Monthly wanted to replace "money liberalism" (New Deal) with civic liberalism (marketization & deregulation plus do-good policies to enhance cohesiveness). Over time Clintons abandoned do-good component.
