So, one assumption is that legacy admissions take the spot of someone who would have gone instead. But if legacy admissions are *making* money for the school, it's possible that is not the case. And the school as more resources to improve education or access for needier.

Test it at the extreme. If I admitted 100 underqualified legacy students that allowed me to educate 1000 qualifies students *for FREE*, would that be worthwhile? Or wrong?

In so many different situations and ways, yes. “Crimes” that only hurt the perpetrator can land him/her in jail. Crimes that hurt millions can result in a paltry fine. Where is the justice?
