As Chuck Schumer explained it to me, BB meant to say "Jews Shalom," that is a nation that welcomes Jews, but somehow in his mind he mixed up his English with his Hebrew and that's how it came out. He apologizes for being multi-lingual

The truth is refreshing and does not mean anything negative. In this case he is speaking simply and truthfully, but in no way suggesting other 'non-Jewish' citizens are less in status, but in fact have all the same rights. Too many people get lost in the words/intellectually weak
