My proposal for amendment: POTUS must declare pardon intention to congress, wait minimum 100 days, then ratify it by signature. If he's no longer in office, he can't ratify it.

Don't think even this would get through Senate. Better to propose all the regs not requiring constitutional amendments that would greatly prevent chances of crooks becoming President IMO.

I don’t agree that it would necessarily require a constitutional amendment. No part of the Constitution is limitless, and depending on how this is written, would merely be an attempt by the legislative branch to define where it believes those limits are.

Obviously haven’t read it yet but I do think there is a way to do this without running afoul of the Constitution. Impeachment is a power of the House, which means it is the House that defines what constitutes abuse of power even if they can’t block a pardon outright.

It's kind of amazing this didn't happen in the wake of Watergate. Obviously slightly different circumstances with Ford's pardon of Nixon, but kinda shocking it didn't result in discussions of pardon reform.
