          Good question, and hard to say! It probably varies a lot from country to country. Often, it seems driven by the relaxing of dirigiste policies (India), but sometimes dirigiste policies seemed to speed the process up greatly (Korea)...

          Anime and manga themselves come from the other half of Japan’s dual-track economy, largely unregulated small-producers using cheap labor and inefficient methods, distribution and marketing channels, instead of the export focused dirigiste big business half

          Actually quite an inspiring story for the neoliberal I think, how the anime industry has succeeded in producing a competitive sector in the face of the enormous subsidization going to the other half of the economy and associated suppression of domestic consumer demand
