The point of the graph is to show the changing trajectory of white liberalism over time.
Black people were ideologically diverse in 1994 but were much less likely to agree with the statement than were white liberals. The reverse is now true. That's what the graph intends to show.
Wait, what?! That's crazy! It's like you're suggesting that if someone feels the need to differentiate "white liberals" from other white people, but not do the same for black people, that they're being... I dunno... racist or something. #smh

It seems relevant if the claim is that an ideological perspective ‘represents’ a given group identity, though
1. African Americans are overwhelming Dems mainly because GOP is so fucking racist. A less racist GOP would attract more black support. 2. Dems are a coalition party that includes centrist and conservatives as well as liberals.
The graph clearly acknowledges that blacks are ideologically diverse since many of them disagree with the statement. I think the point made here is that a statement often seen as the appropriate anti-racist POV is endorsed by white liberals more than it is by African-Americans.
