I would argue that Trump hasn't even been that ineffectual. Especially when you look at the impact Trump's regime has had through administrative rulemaking, through his executive orders (especially immigration), and legislation that has been passed (the tax bill).

When you look at how his policymaking, especially on immigration, has also spurred White Supremacist action in real time, and the long-term impact through his judicial nominations, the damage is greater and harder to see at the moment than anyone can realize.
