A note on terminology: "Russian agent" and "collusion" are simplistic binary terms that should be avoided. The realistic concern is that Trump is compromised in some way by financial incentives or political leverage, not that he is a Russian agent taking orders from the Kremlin.

That’s easy. There’s no evidence Trump micromanages foreign policy, so the State Dept professionals have basically ramped up what they’ve been doing at least since the Obama years. Occasionally Trump takes actions that undermine their efforts, such as the Syria pullout.
