Wouldn’t have come up seems way too strong and/or forgetful of the context to me - don’t think Gore would’ve felt need to connect it to 9/11 but heightened sensitivities to threats and Saddam’s idiotic posturing would’ve still been around

We, of course can never know, but I think the odds of Gore invading Iraq are very, very low. I am sure he would have sent forces into Afghanistan.
