I think it stems a lot from modern civilization's utter fear of 'feeling uncomfortable', so they will take any measure to curb that immediate sense of dread.

That said, there's a difference between passivity and civility. The latter means that one uses persuasion rather than brute force to get their way. And while sometimes one has to be tough, i.e. "I'll call the police if you don't turn down your music" civility is a good 1st option

look, if they want to engage in civility in the privacy of their own homes, i'm totally cool with that, it's only when they go out and rub it in everyone's faces that i have a problem with it

The abusers (GOP) want to be able to abuse without consequences. Others don't want to admit the GOP is abusive; to admit it's not "both sides"; don't want to admit they've been supporting "both sides" thereby enabling the abusers. "Civility" protects abusers & enablers.
