As rightwing populism continues to gain, a fundamental divide has developed in how to interpret the results. Does it represent a failure of centrist elites + failure to secure democratic consent, or does it represent the badness of voters and their ability to be manipulated?

There is, actually. It would note that in many cases (Brazil is an exception here) the electoral system itself is flawed, and argue for a move towards Ranked-Choice voting, multi-option referendums instead of binary ones, and other methods to encourage deliberation.
