The Modernists had pretty much peaked by the 1930s. Loisy was excommunicated in 1908. But Waugh would certainly argue that it made a comeback by the time he was writing "A Bitter Trial," his screed against the Mass in English.

In terms of secular politics yes, but in the Roman Catholic to which he was converted he was in the mainstream. The RC Church in the UK was on the right end of the spectrum during Vatican II.
