It's no more hypocritical of the descendant of immigrants to oppose immigration than it is for the descendants of anyone to not have children. Stephen Miller's problem is that he's perpetrating evil, and it wouldn't be in the least exculpatory if this were a family tradition.

The ethics in that tweet is an essentially individualistic one, that a person's moral code can be decontextualized from their family history. Non-individualists don't think like that. Perhaps "liberal individualist" would've been more accurate than "libertarian"

There's nothing libertarian about opposing immigration though! (Also, Miller's stance is not equivalent to not having children, but to advocating widespread mandatory sterilization.)

If you advocate a law that, say, bars non-college grads from having children while your own parents were high school dropouts, I'd say you can be accused of being hypocritical.
