Major figures in the Kennedy administration certainly feared that Diem was moving in that direction (see pages 719-720 of Arthur Schlesinger's biography of RFK). George Herring also talks about this in his America's Longest War.

Weird - I've read Herring and don't remember that. Anyway, interesting - I can't imagine why Diem would have believed that the North Vietnamese were interested in anything short of reunification.

Diem was desperate and believed (rightly) that the Americans were going to sideline him, so a negotiated settlement seemed like something that would at least give him breathing space.
