Weird - I've read Herring and don't remember that. Anyway, interesting - I can't imagine why Diem would have believed that the North Vietnamese were interested in anything short of reunification.

Diem was desperate and believed (rightly) that the Americans were going to sideline him, so a negotiated settlement seemed like something that would at least give him breathing space.
