But he's not relying on personal testimony. He's relying on the veracity of report which is not public, which he seems not to have seen all of, which Galloway has in his possession, and which Galloway refuses to authorize the full release of. That's very thin ice.

I didn't say he was relying on personal testimony. It was rather an example of the kind of evidence that is often taken on trust. Every reporter and reader has taken something on trust, at least in the short term, more than once.

The fact that the report is out there, and could potentially be released by someone else, provides an incentive for Cran not to misreport it. As for Galloway, it is not clear if he is allowed to release it. Partial leaks are normal in many other contexts . . .
