FWIW, the idea that the federal government has an obligation to shape and control the ethnic composition of the nation is straightforwardly a product of the nativist and white supremacist thinking that dominated elite thinking in the early 20th century.

Nativism & white supremacy existed and were part of erie thinking before then. But the late 19th sees several things happen: mass European immigration, black migration from the South, the American imperial project, the early administrative state, and disciplines like sociology.

Right. Going further, there's plenty of evidence that at least since 1865 non-white Americans have been the bulwark of American democracy, not its subverters.
