A minor addition... The Benthamite thread of the enlightenment gives you a basis for a sort of egalitarianism, but RIGHT AWAY the need to rationalize empire led to theories that different "races" were more or less sensitive to pleasure and pain.

There's an amazing passage in I think Edgeworth going on about the insensitivity of the brutish Irish to pain. And Mill's theory of higher pleasures is not unrelated to his role in the East India Co.
