As a parent of a toddler, I use my common sense before 'sharing' their photos online with my family/friends. Seeking permission from my toddler before 'taking' their photo is ludicrous. I wish my parents took more photos of my childhood but have no wish to see them online. Sigh.
How is this different from asking for a hug/kiss? My kids were raised day one to reject anything they don't feel comfortable doing, even if older relatives insist. It's their body, they have the right to refuse. My kids refuse photos sometimes, it's not a big deal.
