My boss’s boss scheduled a 1:1 with me...this has happened exactly 2 time in my entire 7 yr career. It was a great convo. Why don’t more leaders do this?

I once requested a 1:1 with a boss. It was declined and then I was basically scolded for requesting it. Made me feel really... shitty, for lack of a non-cuss word.
I requested and received it 6 months later. In the 20 minute "conversation" I was repeatedly told this was a waste of management time and that he has no interest in getting to know me better.
