how could anyone agree to this? if you're making a social movement, the quickest way to undercut yourself is to be clear and specific: you've anchored your position to be negotiated against and you'll lose all momentum if your demands are met.

every protest movement has 2 distinct goals: the stated and shifting one, which is the furthest out they can be without alienating the mainstream, and the actual one, which they keep very quiet for years (generations?) until it's close enough to reveal.
