You can detect IR cameras with your phone. Shut off all the lights, close the curtains. Wait 30 seconds in total darkness then turn your phone on. If there are any IR cameras they light up purple in your phone's camera!

Genius! What about non infrared and offline cameras?

Not without special equipment because they're passive. IR cameras emit IR "light" in the darkness, that's how they see, and our phones can detect those wavelengths.
