I feel like a lot of people would THINK that a lot of people will take advantage of this system to pay as little as possible, while the general public will probably just not care enough and continue to pay the default amount
I think that would depend on how much effort is required for each option. If you don't have to file anything in order to pay nothing, people would opt out in droves. People use services like TurboTax because they've lobbied to make it harder to file for free.
