You are correct. This is a core value of democracy. Any society's or group's willingness/eagerness to ignore this basic principle has depended entirely on who that society or group has hated at that given time. Religious & fanatical groups have loved to set the principle aside.

The strength & importance of the principle can be measured by how much special interest groups (whether conservative or liberal or whatever) would like to ignore it when dealing with whoever it is that they believe are the 'bad guys" of the moment.

I don't think we can give democracy the credit for this principle which would not survive in a full democracy as you may guess would happen if we became one now. Mob rule would take effect and due process would die instantly.

Death penalty should be a small government issue. We don't even trust them with our money... Why would we trust them with who merits life or not?

I don't know how to expect an international moral consensus on anything. If anything its best to not make out governments as moral actors at all.... We then get in these internal fights over morality and look... Now we all hate eachother.

I’m a conservative and also believe in the death penalty in extreme, heinous cases. But I agree with your assertion. I never considered it a “liberal” value, but a democratic one.
