time you are forgetting time even without tech change a society will change because its very existence changes the condition people are living in some resources increase , some decrease and so on

True. Changing environmental conditions in general also have a strong effect on societies, of course (eg changes in local animals and plants, climate, etc). We could go through the various chicken and egg issues, but I'd go with tech as "most important"

I'm not talking about environmental change leading to social change I'm talking about how the very institutions any society creates change the conditions in that society which leads to changes in the institutions and so on this is fundamental tech is incidental

You're not talking about nature changing humanity/society, but I am. My point is just that there's not any one true cause but that all of these things interact.
