Well let's say gene G causes increased production of neurotransmitter X, and having more neurotransmitter X makes behavior B more likely

Actions don't happen in vacuums. If I don't have gene G I can still do behavior B. Either way it's rarely as simple for one gene to cause a trait. And genes don't cause traits on their own. That's what I mean when I say "Genes don't cause behavior", it's not possible.
