well, ok, maybe there isn't a surplus here but it's kind of hard to deny that SA's problem has become our problem, isn't it? tend to agree with the rest of it, tho.

meaning, if it's small then raw numerical imbalance wouldn't be sufficient explanation for whatever effects we're seeing, but that depends on knowing where exactly the line between "small" and "not small" is
