Trump's ideology has always been a little bit muddled but still better than most other politicians. He's basically a boomer conservative (ie antidiscrimination capitalist who loves democracy and the military) plus America First.

So when his ideological mushyness is combined with his need for approval, the result is that he can get pushed around sometimes. He just isn't that likely to take a hard line and veto something unless he knows a lot of people are on his side.

Trump is also concerned about his precarious standing with Senate Republicans, who are still mostly corporate-friendly cheap labor boomer conservatives without the America First element. If he gets any more opposition in the Senate, impeachment starts to become a possibility.

Trump wanted to keep everyone happy (and make sure his precious military funding goes up), and he feels the pressure from the media and the Senate, so he tried to avoid rocking the boat and just ahead and signed the bill that Congress sent him.
