Yeah, because a lot of the time it does. Too often people crack out that old "correlation doesn't imply causation" chestnut to forstall conclusion, much to the exasperation of the rest of us, for whom the answer is patently obvious. We can't afford to waste time on this anymore.

Data can be highly misleading if you don't understand what is being measured, compared, and/or the confounding factors. The US has the highest per capital rate of incarceration in the world. What does this tell you about Americans? Are we more prone to criminal activities?

Exactly my point. Drug "crimes" are based upon making doing drugs a criminal activity. The rate of "crime" is based upon the structure of laws, thus rates are not comparable across populations who live under different legal systems.
