It means their dim-wittedness is inborn and there is very limited room for improvement. The Chinese readily express their exasperation with their African workers. As the oldest branch of the human family, one would naturally expect their cognitive processes to be more primitive.

Having lived in Africa, I disagree. The harshness of survival in poorer regions today drives inventivesness and increases the high value of education.

The major concentration of population in Africa is, and has long been, in guinea savannah and tropical rainforest regions, not the dry savannah and sahel regions that appear on our screens every time there's a famine. Diseases are a big problem there, but not food & water.

That said, in the 21st century, there's no real excuse for African countries being poor. Most parts are rich in natural sources, and the amount of arable land available is enough to feed the world. The mess right now is due to decadse of incompetence and/or bad ideology.
