you need to look at the pool of applicants not the population as a whole. Tech companies are hiring from a pool of applicants graduating from specific degree programs, not the american population as a whole.

In fact there are studies indicating subconscious bias in favor of nonwhites as well, as well as the obvious affirmative action stats on SAT scores etc.
