Yes, and I would expect that the vast majority of strolls through it would not result in finding a body.

Wrong. There were only around 100 suicides per year there in some recent years. Most days there isn't one in the whole forest, and the odds of being first upon one are low.

Yes. They still had a reasonable expectation that they would not find a body. Bodies usually get found and taken away before random people come across them.

And by the way it's a 12 square mile forest. Each person is unlikely to see much of it in their walks.
