kin selection (altruism) wouldn't extend so far as to an entire race though. altruism will barely have an effect on you saving your second cousin, let alone someone unrelated who just so happens to be the same race

aside from ashkenazi jews (which I think the nepotism seen is more cultural) where do we see these own race biases playing out in large parts in ways that are clearly racial rather than cultural?

Yes I do and it's partly cultural which then influences gene expression and trait selection.
