kin selection (altruism) wouldn't extend so far as to an entire race though. altruism will barely have an effect on you saving your second cousin, let alone someone unrelated who just so happens to be the same race

A fellow white person’s genes than a black person’s genes. But if it were my sister or brother or a cousin I am much more likely to ensure her safety, not just because of emotional ties.

Because they are more genetically similar to yourself than other ethnies or races. Extending this logic, your ethny and race are extended families due to increased genetic similarity compared to the outgroup.
