The idea of killing elephants to save elephants is just too counterintuitive. I even resist it and wonder if it's really the best option.
People have a difficult time understanding incentives like this. "Can't we just spend the money directly on elephant conservation and not kill elephants in the process?" (no because then it doesn't matter if the elephants continue to live and breed or not)
