Maybe he means that sometimes more GDP is not better. eg paying people to dig a hole and fill it back in again raises GDP but not utility

Ex: 3 person economy, wages (2,3,4), Income/cap=3. Add low wage immigrant, give others a 0.5 raise. Wages (1,2.5,3.5,4.5), Income/cap=2.875

There's the issue of their children, too. The permanent underclass plan tends not to work out too well.

Agree on underclass but restricting 1st gen franchise no prob. 2nd gen more problematic but assim. rate high for 2nd & 3rd gen especially

Assimilation of third worlders tends to be much slower than that

Judging by English speaking 3rd gen is almost all. Forget number. Maybe 95+ %

Are American blacks assimilated yet? No

Better examples might be populations that we haven't enslaved and disenfranchised via law
