Immigration should be tied to emigration. You let in 5000 of our citizens, we'll take 5000 of yours.
Not a lot of Americans desperate to emigrate to Mexico, either. Yes, there are some each year, but not like the inverse.

I went to Cuba - Havana - in March it was great I stayed at a casa particulate

None of those places have significant immigration from the West, and few people from the US want to live there.

It's still in excess of 5,000 each year which would make your scenario horrible for people like you.

No, it would dramatically reduce immigration from Mexico, and pretty much eliminate it from places like China, Somalia, Saudi Arabia.
