while you can regulate your country laws on immigration (somewhat). The Refugee Laws are regulated on a global level only.

My main point is that US immigration laws (IMMIGRATION) look fine to me - it's incredibly difficult to immigrate to the US legally.

besides, it's likely they included refugees in that number, since, like you mentioned, it's a type of legal immigration.
