I'd prefer no immigration at all, or at least very low. Also, I doubt the system will use IQ tests like it should.

we can argue about semantics, but don't forget that there are different laws for those different types of immigration.

while you can regulate your country laws on immigration (somewhat). The Refugee Laws are regulated on a global level only.
