refugees are a type of immigrant, and even much of the legal "merit-based" immigration is not actually very merit based

we can argue about semantics, but don't forget that there are different laws for those different types of immigration.

while you can regulate your country laws on immigration (somewhat). The Refugee Laws are regulated on a global level only.

Meaning, one country can't simply say "I'm not taking refugees" without international repercussions.
