A very simple compromise on immigration would be that every immigrant must be matched with an emigrant to the same country (though this could just be balanced on an annual basis). 1-for-1 exchanges between countries only in order to avoid population growth.

for the USA a good deal would be for every 2 illegal south americans deported you get 3 additional legal immigrants from europe/india/china

as I understand it the USA has legal immigration quotas I'm suggesting increasing those quotas but only in proportion to removed illegals

Legal immigration needs to dramatically decline though. Deportations also need to happen. Future legal immigration can go 1-for-1
