This is easily disproven. If that were the case, South African politicians would simply call it land reform. Instead, they explicitly call it "expropriation without compensation". Why? Why not use the more neutral "land reform"? Because being punitive is *the whole point*.
One of the media's talking point on South Africa is, "it's just land reform--ordinary redistribution".

Punitive action against the "colonizers" or "settlers" is extremely popular. The South African people don't want mere land reform--they want to punish the white land owners. Paying the evil Boer would be offensive. All the evidence you need is right there in the phrase they use.
