Twitter, like facebook, refuses to show stuff in chronological order, because it's easier to sell ads when people's anxiety is activated by FOMO (fear of missing out), which is harder to develop when you show stuff in strict chronological order.
Their algorithms may not deliberately hide occasional posts from you, but if they do, purely randomly, they're more effective at generating FOMO, so the platforms won't fix those "bugs".
I've seen that happen where someone mentions me or replies to a tweet and for some unexplained reason it doesn't show up in my notifications. I think it's a bug.
