I think his point is that collective power of the state/society "preserves" your rights. IE we still have the 2nd A because 1/3 of America would rather die than give up their guns. X, Y, and Z are rights because people got together and decided they should be.
I know, he isn't wrong. I think he said it in a way that people won't understand though.
