If the object was to get money into the hands of employees, they could have just given it to them outright instead of highlighting the 1-2% of businesses that are giving one-time bonuses and modest raises. THAT would have ensured that ALL people participated in the gains.

Compared to the permanent huge cuts that corporations got, the temporary small cuts that the middle class got are scraps. Not to mention mortgage interest changes that hurt middle class.
