That may sound good on the surface, it will cause massive turnover, and you'll lose very experienced, career individuals. Having moved several times w my job, many co-workers did not because they didn't want to uproot family, education, or otherwise change living conditions.

Whatever happened to low bid policy? Government agencies should be flexible to move to locations where they can operate at lower cost. This is obviously not Washington D.C. Federal government was also supposed to exist within the Washington D.C. "10 mile square" not Virginia.
