A pennies-to-dimes shift is noteworthy but hardly grounds for celebration. The questions to ask are, is this wage growth proportional to the rise in productivity (hint, it's not) which is a lot like asking are capital-owners paying labor fairly (hint, they're not).

Now also imagine how using percentages allows someone who was making $12 and moves to $15/hr being able to say it’s a 25% increase while someone making more money it’s harder to get same percentage increase.
